OffVoice Marker is an editing assistant panel for Adobe Premiere Pro that automates two repetitive post-production steps. It converts plain-text edit notes, such as "(0254)smack" or "(2125~2205)off-topic", into timecode markers, color-coding them by label type so yellow marks auto-mute candidates and red marks items that need human review. It recognizes several input patterns, including single points, ranges, multi-token entries, and dash syntax.
A built-in review card speeds up navigation with previous and next controls, arrow-key shortcuts, and Space to play. Clicking any row jumps to that marker, and a timeline indicator follows the current item. For room tone, you register up to two prepared wav files; the panel scans the volume mute keyframe regions on A1 and inserts room tone into the first empty audio track, center-aligned within each region. Regions within three seconds merge into one clip, short wavs auto-loop, and long wavs auto-trim.
The panel requires Premiere Pro 2020 or newer on 64-bit Windows 10 or 11, uses about 1 MB of disk, and needs no Python, ML models, or internet. It is listed as free for personal and commercial use.

The panel auto-detects Premiere's app locale and defaults to a fully English UI, switching to Korean only when the locale starts with "ko".
