Polypal is described by its developer as a small-footprint add-on. It is also available as part of the discounted QOL Tools: Full Collection package.
Qol Tools: Polypal is part of the QOL (Quality Of Life) tools line for Blender. It lets you draw polygons directly rather than creating objects first, an equivalent to the "create Polygon Tool" familiar to Maya users. You start a new polygon by right-swiping in the QOL HUB Pie menu, or via ADD > MESH > QOL PolyPal Draw from the standard menu, then begin drawing. The primary goal is to craft quick and easy silhouettes.
While drawing, you can bevel interactively by CTRL+dragging the middle mouse button, switching between Fillet (rounds) with "F" and Chamfer with "C". You are not confined to the leading edge, marked by a blue line, click any edge to make it the new leading edge or scroll edges with the mouse wheel. Hold Shift and drag to draw freehand, and press X to toggle dynamic grid snapping in orthographic views.
If you use QOL HUB, additional tools are available: Poly Cutter and Weld Silhouette. Weld Silhouette joins two coplanar outline polygons into a single outline, working only on legal nGons in orthographic mode. Polypal is now available in the Blender 4.2 Extension format.
Qol Tools: Polypal is best for blender users creating quick silhouettes, and ex-Maya users who miss the create Polygon tool.

Qol Tools: Polypal lists compatibility with Blender 4.2, 4.1, 4.0, 3.6, 3.5 and 3.4. It is now available as a Blender 4.2 Extension format add-on, and the listing notes it is Blender Extension compatible. The extension type is add-on. If you are running a version outside this range, check the developer's page for current compatibility details before installing to confirm it will work with your setup.
Qol Tools: Polypal lets you start a new polygon by right-swiping in the QOL HUB Pie menu, or by selecting ADD > MESH > QOL PolyPal Draw from the standard menu, and then you simply start drawing. While drawing you can bevel interactively, switch the leading edge, draw freehand by holding Shift, and toggle grid snapping with X in orthographic views. The primary goal is to craft quick and easy silhouettes rather than comprehensive polygon editing.
Qol Tools: Polypal offers Poly Cutter and Weld Silhouette as additional tools when you use QOL HUB. For Poly Cutter, select any number of silhouette polys or curves, then your target object last as active, and use the QOL HUB Pie Northeast Cut/Project option. Weld Silhouette joins two coplanar outline polygons into a single outline, but only for legal nGons with no holes and perfectly flat, in orthographic mode.

It is also available as part of the discounted QOL Tools: Full Collection package if you want the wider set of QOL tools.
