Fixamo, created by BOSSposes (Kohdy Mcintyre), is a Blender addon for combining Mixamo animations without using the NLA editor. Once installed, a tab called Tool appears at the side of the viewport where the addon panels sit, holding a button called Fix. Selecting an armature and clicking Fix renames it so the next imported armature does not conflict, and this step is done for both armatures.
With both armatures fixed, you copy the keyframes from one and paste them onto the other at the end, or a few frames after the first animation, where the developer notes they blend well. From there the animation can be retargeted to any armature or rig. To loop, click Fix again and paste the frames back in at the end.
